Summary

This position is located in the Division of Law Enforcement Division. Incumbent will be responsible for providing expertise in the formulation and execution of policy, guidelines, and standards in emergency and medical services, search and rescue operations, incident management and/or law enforcement.

Help

The major duties of the Park Ranger (Protection) position include, but are not limited to, the following:

  • Provides national leadership, strategic vision, coordination, broad program management and oversight to emergency medical and search and rescue service programs.
  • Manages the Emergency Medical and Search and Rescue Program and all agency matters related to preparedness, mitigation, response, and recovery of related operations.
  • Providing coordination of NPS resources for emergency medical and search and rescue response using effective business practices. Provides program administration for NPS's emergency medical and search and rescue response use of the Resource Ordering and Status System and the Incident Qualifications and Certification System. Provides direction to the Washington Office, Regional Offices and field units on the development and review of Emergency Medical and Search and Rescue Operations.
  • Evaluates programs and practices through personal inspections, special studies, and reports to ensure compliance with emergency medical and search and rescue related directives, regulations, policies, standards, and guidance (RM-51 Emergency Medical Services, National Mitigation Framework, National Incident Management System, National Response Framework, etc.)
  • Serves as a responder for major search and rescue incidents throughout the nation. Coordinates and commands incidents as a member of the ICS command staff member.
Duties will be developmental in nature when filled below the full performance level.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.
  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
  • You must be able to obtain an ICS Security Specialist Level 1 (SEC1) certification, as well as, other ICS certifications required for assigned roles.

Qualifications

All qualifications must be met by the closing date of this announcement-08/30/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

QUALITY RANKING FACTOR: Quality ranking factors are KSAs/competencies that could be expected to significantly enhance performance in a position. Applicants who possess the quality ranking factors can be ranked above those who do not, but no one can be rated ineligible solely for failure to possess a quality ranking factor. The following quality ranking factor applies to this job announcement:

  • Currently hold or has held within the last 5-years, an Emergency Medical Technician (EMT) certification or higher.
SELECTIVE FACTOR: Applicants must possess a Type I NPS Law Enforcement commission. The incumbent must meet medical and physical fitness standards to maintain the commission based on the standards in Director's Order (DO-9) and Reference Manual-9 (RM-9). Prior law enforcement experience, as gained by substantial service in a primary law enforcement officer position or equivalent experience outside the Federal government is a MANDATORY PREREQUISITE.

Candidates who do not meet the Selective Placement Factor by close of this announcement will receive no further consideration for this position.

To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:
  • EXPERIENCE - At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: 1) developing and assisting in the implementation of regulations, guidance, training, and providing support and coordination to the management of emergency medical and search and rescue preparedness and incident response; 2) serving as an EMT or higher; 3) implementing and providing guidance and leadership to emergency medical and search and rescue response operations; and 4) applying knowledge of applicable laws, regulations, policies, and areas of jurisdiction. You must include hours per week worked.
To qualify for this position at the GS-13 grade level, you must possess all of the following minimum qualifications by close of the announcement:
  • EXPERIENCE - At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following:. Experience at this level must include all of the following: 1) formulating and implementing policies, standards and procedures in support of emergency medical and search and rescue preparedness and incident response; and 2) serving as an EMT or higher; 3) implementing and providing guidance and leadership to emergency medical and search and rescue response operations; and 4) evaluating emergency medical and search and rescue management programs and operations to ensure for compliance with applicable laws, regulations, policies, and areas of jurisdiction. You must include hours per week worked.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Demands: Position is required to meet and continuously maintain the physical/medical standards as set forth in the requirements of D.O. 57. The work requires long periods of sedentary behavior with intense concentration. The incumbent's responsibility as a law enforcement officer, with arrest authority, requiring physical exertion in the performance of law enforcement activities possible under adverse climatic conditions, as well as under stressful confrontational situations. Incumbent, when in the field, may be required to walk over rough, uneven, or rocky surfaces and may require recurring bending, crouching, stooping, stretching, reaching, or similar activities

Working Conditions: The work is normally performed in an office environment. When necessary, the incumbent may be required to perform operational emergency services or law enforcement duties within units of the System. Such work involves moderate risks and discomforts that are associated with such activities. Incumbent is required to qualify with firearms and may involve exposure to potentially dangerous situations or unusual environmental stress requiring use of a wide range of personal protective gear, adherence to specific safety procedures, and other precautions

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF_50s.
